Minority Whip
On November 2, 2004 Russ Carnahan
was elected to represent Missouri's
3rd District in the United States
House of Representatives. The 3rd
District includes parts of St. Louis
City and County, as well as all of
Jefferson and Ste. Genevieve Counties.
During his first
term in the House of Representatives,
Russ has secured positions on the
prestigious International Relations
committee and the Transportation
& Infrastructure committee.
Russ also serves as a member of
the International Terrorism and
Nonproliferation and Middle East
and Central Asia subcommittees,
along with the Transportation Subcommittees
on Highways, Waterways and Aviation.
Russ was appointed as an Assistant
Minority Whip in January 2005, and
Missouri is benefiting his leadership
as a result.
Russ and his wife
Debra, a judge in the St. Louis
Municipal Court, have two sons,
Austin and Andrew. Russ is the son
of the late Missouri Governor Mel
Carnahan and former Missouri First
Lady and U.S. Senator Jean Carnahan.
Russ's grandfather, A.S.J. Carnahan,
was a member of Congress representing
Jefferson and Ste. Genevieve Counties.
Robin Carnahan, the Congressman's
sister, was elected Missouri Secretary
of State in 2004.
Before his election
to Congress, Russ served two terms
in the Missouri House of Representatives.
There he served the citizens of
the 59th District, which is located
entirely within the 3rd Congressional
District. During his tenure in the
Missouri legislature, Russ served
as chairman of the House Democratic
Caucus, Deputy Majority Whip and
vice chairman of the Civil and Administrative
Law Committee. He also organized
and chaired the City of St. Louis
Caucus and was appointed to the
newly formed statutory Joint Committee
on Terrorism, Bio-terrorism and
Homeland Security, the statutory
Mississippi River Parkway Commission
and the State Courts Automation
Committee.
Prior to serving
in the Missouri House of Representatives,
Russ and Debra were partners in
a private law practice and also
served on the legal aid panel representing
low-income clients.
Russ attended
the University of Missouri in both
Rolla and Columbia. He received
a Bachelor of Science degree in
public administration with an emphasis
in public service in 1979 from University
of Missouri-Columbia. In 1983 he
earned his juris doctorate degree
from the University of Missouri-Columbia
School of Law.
